The Three Pillars of Administrative Digitalisation

The digital modernisation of administration is anchored in three key pillars. Under the Online Access Act (OZG), citizen and business portals — including the Federal Portal – are undergoing comprehensive modernisation to enable seamless digital access to public services. Looking ahead, the goal extends beyond digitising application forms to full end-to-end processing. From submission and internal review to final notification, every step of the administrative procedure will be handled digitally for both citizens and businesses. Register modernisation contributes to this by promoting the digitalisation of data in existing registers. Using clear and secure identification – such as the EUDI Wallet – it becomes possible to handle administrative procedures entirely online. A prerequisite for this is the robust and efficient management of digital identities.

As part of register modernisation efforts, Bundesdruckerei has already designed, implemented and now operates a range of registers — including the Organ and Tissue Donation Register, the Staff Directory for Outpatient Care, and the Foreign Office’s crisis preparedness list (ELEFAND). It also plays an active role in expert committees and consultation processes and is involved in pilot projects that test the technical feasibility of various register modernisation initiatives.

The Bundesdruckerei Group is playing a leading role in shaping and delivering the EUDI Wallet at both national and European level. In collaboration with partners and on behalf of the Federal Ministry of the Interior (BMI), it is developing the underlying architecture for Germany’s national wallet ecosystem. The Group also serves as a technical provider to the Federal Ministry for Digital and Transport (BMDV) and the Federal Motor Transport Authority (KBA), supporting the prototype development of the digital driving licence and its pilot rollout as part of the EU’s Large Scale Pilot project. 

Bundesdruckerei GmbH was commissioned by the Federal Ministry of the Interior (BMI) to deliver the technical and organisational implementation of the Federal Portal. Working in close collaboration with public authorities, it developed the “Authority Access” interface, which enables fully digital, end-to-end processing — from the initial application through to the official response to citizens. Bundesdruckerei also set up a “production line” for online forms — a system for rapidly and efficiently converting paper forms into digital services. From 2025, a new “form builder” will further support public bodies by allowing them to create digital forms independently via an intuitive user interface.

Projects within the framework of register modernization

As part of the register modernization effort, Bundesdruckerei has already designed, implemented, and operates various registers, including the Organ and Tissue Donation Register, the Outpatient Care Employee Register, and the Federal Foreign Office's Crisis Preparedness List (ELEFAND). It is also involved in committees and consultation processes and is participating in pilot projects to test the technical feasibility of various register modernization projects.

Projects within the EUDI Wallet

The Bundesdruckerei Group is actively driving the conception and implementation of the EUDI Wallet at the national and European levels. For example, it is working with partners on behalf of the Federal Ministry of the Interior to develop the architecture for the implementation of the national wallet ecosystem. Or acts as a technical service provider for the Federal Ministry for Digital Affairs and Transport (BMDV) and the Federal Motor Transport Authority (KBA) in the prototype implementation of the digital driver's license, including piloting within the framework of the EU project "EU Large Scale Pilot".
