Federal Government Technology Company Restructures Its Management Board
- Christian Helfrich to become Chair of the Management Board; Frederik Blachetta to become Chief Technology, Data & Innovation Officer; Dr Claudia Thamm to become Chief Sales Officer
- Dr Kai Beckmann, Chair of the Supervisory Board: a clear signal for strategic growth, digitalisation and customer centricity
Berlin, 17 November 2025 – The Supervisory Board of Bundesdruckerei Gruppe GmbH has appointed a new Management Board in an extraordinary meeting. Effective 1 January 2026, the current and long-standing Chief Financial Officer (CFO) Christian Helfrich (58) will become the new CEO of the Federal Government’s technology group. He will take over from Dr Stefan Hofschen (58), who will leave the Group at the end of the year upon expiry of his contract to pursue a new professional opportunity. In addition to serving as Chair of the Management Board, Helfrich will continue as CFO. Together with the outgoing CEO, Hofschen, he has successfully repositioned the Bundesdruckerei Group as the Federal Government’s technology company.

In recent years, the Group has achieved significant growth in the areas of identification systems, cyber security, and in new lines of business providing digitalisation solutions for the public sector as well as protected areas of society and the economy. In his expanded role, Helfrich will assume overall responsibility for the Group and drive its strategic development. In addition to finance, his remit will include the cyber security solutions business (subsidiaries Xecuro and genua), the banknote business, and all production operations.
At the same time, the Supervisory Board has appointed Frederik Blachetta (38) as Chief Technology, Data & Innovation Officer (CTO), effective 16 February 2026, and made him a member of the Management Board. He will oversee technology and product development, data, artificial intelligence and innovation. He will also be responsible for the entire public-sector digitalisation business and for secure digital business processes and identities (subsidiary D-Trust). Blachetta brings many years of leadership and transformation experience in public-sector digitalisation. He knows the public sector from both the provider and client perspectives and brings extensive expertise in designing and implementing technical solutions for the government. He currently serves as Partner and Global Public Sector Data & AI Leader at PwC.
The Supervisory Board has also appointed Dr Claudia Thamm to the Management Board – she will assume the newly created position of Chief Sales Officer (CSO), effective 1 January 2026. In addition to responsibility for Sales, the entire Bundesdruckerei business in identity documents and systems (passports, identity cards, driving licences) will fall within her remit. She will also take on the role of Labour Director and be responsible for Human Resources. Thamm has been successful in various leadership positions within Bundesdruckerei for many years and most recently, as Head of Key Account Management & Business Development, was responsible for the Group’s key clients. With her many years of experience and market knowledge, she exemplifies customer centricity and the alignment of the Bundesdruckerei Group’s business with market needs.

Bundesdruckerei Gruppe GmbH is 100 per cent owned by the Federal Government, represented by the Federal Ministry of Finance (BMF).
