Traceability system for tobacco products

Economic operators can now register in the productive system to use the traceability system for tobacco products.

Bundesdruckerei is the national issuer for unique identifiers and identification codes

The Tobacco Products Directive (TPD) regulates the manufacture, packaging and sale of tobacco products. According to the new TPD, manufacturers, importers and retailers must have introduced the new tracking and tracing system for tobacco products by 20 May 2019.  Bundesdruckerei is Germany's ID issuer of the unique identifiers.

The ID issuer:

  • provides a registration portal and an ordering Portal
  • registers all economic operators involved from industry and commerce
  • produces and issues the unique identifiers both in electronic and physical form for individual and aggregated packages

Registrations for the identification codes within the scope of the traceability system for tobacco products can be made as soon as the productive system starts. The current version of the Interface Specification can be found here.

Information about the test system

Since 30 January 2019, Bundesdruckerei, as the ID issuer of the unique identifiers, has provided economic operators from the tobacco industry and retail sector with a test system that can be used to test all the registration and ordering procedures along with the interface (API). You can reach the test system here. The interface specification can be found here.

Please remember that you will have to register again in the productive system. 

You will first need to register. Following registration we will email you your credentials for the test system of the self-management portal along with the required TLS client certificate. 

The following information is needed for registration pursuant to the TPD:

  • Company name
  • Company address
  • Valid e-mail address
  • VAT ID (or alternatively, tax ID)

You will also need:

  • Mobile phone number (for the one-time initial password that will be sent by SMS).

Ordering of upUIs (unit pack unique identifiers)

upUIs comply with the UI structure which Bundesdruckerei published together with the External Interface Specification on 15 October 2018. This will be amended before productive operation starts.
The structure of the MID, FID and EOID identifier codes will also change in productive operation following the test phase.
GLN: Use of GLNs is planned for the test system, but will be excluded later in the productive system.
GTIN:  A GTIN with 13 digits will be used in the test system while the GTIN of the productive system will have 14 digits.
upUIs will contain a static primary information block and can only be obtained via the self-management portal (and not via the API).
Ordering aUIs (aggregated UIs) is not possible.
It is possible to test an order for upUIs with physical delivery (printed on tax stamps), however, without delivery of tax stamps.
All data that is entered into the system during the test phase will be deleted when the test phase ends and will not be transferred into the productive system. When productive operation starts, all registrations must be made again.
According to the TPD, all the identifier codes and UIs that have been issued during test operation will no longer be valid.

First retail outlet

As the first retail outlet of tobacco products, TPD requires that you register in the tobacco product traceability system. Many wholesalers manage registration for their retailers and serve as the first point of contact for questions.

Manufacturers and importers

As a manufacturer and importer, you are obliged to implement the TPD requirements from 20 May 2019 in accordance with the TPD. To ensure easy handling, we recommend connecting via the API. More information can be found under Specifications.
